Cut Pay to GovtMaadharChodhs (GMCs), Divert Money for Development
Nowadays many GovtMaadharChodhs (aka GMCs or 80% Gov employees) get pensions over 30K / pm, a gov peon or junior asst gets salary Rs 35K / pm, gov teacher 50k, lecturer Rs 1.5 lak, professor Rs 2 lak, etc.
I appreciate Modi's initiatives in collecting taxes--GST, Income Tax, etc--from hardworking people and businesses in the pvt sector, but what is the use if this money is paid as exorbitant salaries to 3% GMCs, of whom 80% are good-for-nothing fellows?
In pvt companies, only top 3% could be corrupt, but 97% employees have to work hard. In govt companies 80% are corrupt and / or laggard fellows.
GMC laggards, who eat up 10% GDP / yr, seldom work, but work very hard when there is scope for corruption. GMCs spend 80% time eating paan & spitting on walls, talking SexPoliticsAndNonsense, playing cards 2 hrs when lunch time is 1 hr, etc
GMCs have strong unions and often threaten nationwide strike if their exorbitant demands are not met.
Pay good salaries only to defense personnel (in active assignments); reduce salaries of GMCs to market-avg levels--stop salary revisions. Divert the money thus saved to improve primary education, English skills, healthcare and family planning among poor, SC, ST, MBCs, etc and to support poor farmers driven to suicide. HIGH SALARIES TO GMCs KILLS PATRIOTIC SPIRIT OF NON-GOVT HARDWORKING CITIZENS.
(Instead of Rs 1Lac /PM to a GMC, better pay 10k-to-10 pvt sctr hard-workers)
The Executives i.e. Government in Centre and the State are overburdened with public policy, defence financial/ development etc. functions why not diverse some of its residual functions enshrined by the Constitution to some other institution with well defined hierarchical structured. The Judiciary with Supreme Court at the Union level and High Courts at the STate level may be entrusted with functions related to law and order. Thus, for the purpose of law and order the Cabinet/Home Secretary, at Union level should report to HOn'ble Supreme Court and correspondingly, the state Chief Secretaries, Home Secretaries and Director General of Police should report to respective High Court. And all the agencies including investigation agencies like CBI should be brought under Supreme Court where there is no political interference etc.
when the all cbi staff and officers will be honest then cbi will and cbi can save itself . suppose govt. wrongly pressure then cbi officer challenge that wrong pressure but real fact is that maximum officer are so corrupted that they have no honest challenge if challenge then may be they will catch their own trap .overall govt. work to control all organization .both govt. and officer must be honest then all will save.
Totally saved, see how individuals on administrative action are challenging in Highest Court. They are the most elite class to be listened in SC. We feel CBI is run by 10-15 people, it is run by hundreds of people, but in our country even if a lower rank officer is removed from his position, heaven falls on India. Attitude of total govt. system and our judicial system. Early retirement of non performers and suspected corrupt is a necessity in all such services. Presently we wait till the corruption or crime happens, we have no method to take any administrative action on the basis of suspicion. Maximum transfer not termination. Therefore we have many corrupts, criminals and anti nationals in govt. itself.
CBI itself should be closed or shut down. It never served any purpose. Only the wrong officials are brought in to manipulate in order to protect the culprits.
When the CBI is itself full of corrupt officers , how can it be used to probe cases of corruption ? THis will only lead to an Asthana like situation where the officers take money to slow down investigations into corruption or destroy evidence.
