In case of any retaliation, protecting politicians would gang up for votes. Local police- who could identify real troublemakers- and PAC used to be kept out of loop. There used to be call for deployment of military, and Con Grace used to readily oblige. Perpetrators of carnage would roam free and punished. There was no fear of law. Majority would cower.
