MaadharChodhsAre everywhere in India but more in North India. For instance, 2% South Indians AreMaadharChods but that rate is over 20% in North India.
According to me, South India means Kerala, TN, AP, Karnataka, Telangana; East India means Orissa, WB, Assam and North-Eastern states; and North India means all other states (including Bihar, Jharkhand, Maharashtra and Gujarat) not covered in South & East India.
MaadharChodhsInclude rapists, robbers, dacoits, murderers, religious extremists, corrupt fellows, cell phone snatchers, laptop snatchers, chain snatchers, corrupt govt officials, dirty politicians, etc (notwithstanding the literal meaning of the term).
IN SOUTH CRIMES ARE BETTER REPORTED whereas in North India, crimes poorly reported.
Delhi, UP, MP, Haryana, Punjab and Bihar are the worst places where MaadharChodhsAre highest in proportion.
Just like credit rating, there should be criminality rating. It should be made mandatory to hang or shoot 130,000 criminals pan-India every year (100,000 North Indians, 20,000 South Indians, 10,000 East Indians). Everyday at least 70 criminals (25,000 per year including Jats, Yadavs, Gujjars, IzlamicCriminals, etc) should be hanged in NCR, Noida and Haryana.
All Indians (South or North) need conscience-development training, but there should be special focus on reforming North Indians.
Farmers in North India will not bow down to threats from Govt. over the issue and they WILL NOT ADOPT ANY NEW METHODS TO AVOID THIS STUBBLE BURNING. WHAT THEY WILL DO IS " ESCALATE THE MATTER AND MILK SOME ADDITIONAL MONEY/COMPENSATION FROM THE GOVT. GOVT WILL ALSO SUCCUMB TO THESE PRESSURES SINCE IT WOULD NOT LIKE TO INCUR THE DISPLEASURE OF THIS STRONG LAND OWNER/POLITICIAN LOBBY EVEN FROM ITS OWN RANKS..!!..
Burning the stubble is one of the most harmful things that can be done to the land.It will make the soil totally infertile.Instead they can plow the field with it,so that over a period of time it will become a fertilizer.S Korea and Israel have developed a lot of techniques, which are worth following.I would suggest that people see the techniques found by 'Ruth stout' and her method of permaculture (Permanent agriculture). Will the Min of Agriculture take immediate action?

What else a farmer can do than what he has been doing for the last many years. Whereas the government has got good brains who can think of disposal of the waste which is a recurrent affair. If no action has been taken by the government so far, they should do it now on a war footing, even by using the military personnel. Lot of money is spent on welfare measures and this should be considered as one of them as we have specially been considered by the UN as the protector of the Earth. We should not let down the job given to us. They can be carried by trains/planes/helicopters to safer places where they can be processed for better use (best from waste). Giving money to the farmers is not the solution.
In another area where government has neglected so far is the garbage processing. This also needs to be tackled on priority basis. This job should not be left to the States alone. Government also should feel that it is also their responsibility for a health living of the people. Jai Hind. Jai Bharat.

The solution is simple Mr Rao. Farmers in India are a pampered lot. Most of the politicians "OWN LANDS" and have leased it out to actual farmers. This land owners lobby is a powerful lobby which knows too well, how to TWIST THE ARM of the Govt., specially in an Election year. The Politician land owner uses the uses the land only for the purpose of declaring himself as an " AGRICULTURIST" to Escape Income Tax. Let the Govt. declare that " stubble burning offence would be in the name of the Land Owner" and then see the effect..!!..
