Rather congress made a rule that foreign supplier is free to make an offset partner even without the permission of the Government once the supplier agrees for a 50% offset. If Modi has nationalist agenda why he did not favor HAL , instead he favour debit ridden Anil , PM wants to bail Anil , since election campaign to kick start in few months, he need funding managers like ANIL N ADANI
