beexf eaters in Kerala. And along with bulls, old cows are also slaughtered for their meat. Keralites, in general, see no difference between slaughtering chicken, ducks, goats, cows, bulls and pixgs. If you eat meat, there is little meaning in saying that one meat is OK while another is not !
And local self government bodies in Kerala (that are relatively the most powerful among those of all states) are now very tough in implementing every available law for the two important purposes of maintaining hygiene and reducing pain and trauma for animals that are slaughtered in the public slaughterhouses. Besides tough govt audit, butchers must also be wary of the local population if they feel tempted to go for short cuts in slaughter methods or disposal of the offal (precisely because the common populace is also very much aware of the laws governing the slaughter of animals) !
Already, the introduction of stun guns for slaughter of large animals such as bulls and cows and goats is actively being considered and may become mandatory sooner than later.
(The stun gun method - which has been the norm in the developed west for more than half a century, eliminates pain and trauma for the animals nearly altogether as a strong enough electric current is administered to the brain making it completely senseless to pain in a fraction of a second)
All of this makes Kerala ages ahead of the rest of India in terms of actual care of animals that are deemed to be of no value to the farmer !

The situation in most other states, especially north Indian ones, on this front is by now very well known thanks to the so called Gau rak....whatever movement mentored by the Modi govt. Old cows and bulls are simply abandoned by farmers in public areas (where they eventually die a slow and agonising death due to ingestion of toxic materials such as plastic) or just allowed to be smuggled to beexf eating states by the Gau rak.. themselves for a bribe of Rs 20000 per truck load !
