There is a story about the War of Panipat that many Historians agree to. That the Brit and Siraj ud-Daulah had a secret pact to finish off the entire Maratha leadership and army in that war. Anything could be argued differently - Sidhu has gone on personal invitation whereas Pak govt officially invited Foreign Minister. But two junior ministers seem to be Panjabis were sent. With dubious intention?

Whether Sidhu has not not been invited personally? Would have obtained permission as said. When there was no personal invitation his boss would not have instructed him at all.
Both the group might have sent their people with dubious intentions.
