Why to wait 2019, just hand over Hafiz and few others to us and resolve all issues across the table, as one sub-continent with two govts. nothing wrong.
The only way to keep pak in check is to make sure that we support the Baloch, Sind and the people of Gilgit Baltistan to attain freedom from pak occupation. Pakistan is using khartarpur corridor to incite terror in Punjab using the Khalistan movement and whose leaders are in Pakistan Punjab province and in some parts of Canada and UK.
Alternate is to make sure we increase our intelligence network inside pak and make sure to eliminate the terror groups and its network. Strengthen our border surviellence, increase the cost of pak defense forces, or infiltrate into the pak army, create havoc within the pak economy or increase the cost of operations for the pak govts. Reduce their areas of export to diff countries.
Increase space tech and tech which can cripple the pak economy and increase R&D in the space of defense tech to use more Robotics, AI ad Electro mangetic based technology. Pak is trying to create instability in Kashmir region is because of the source of water to north indian states starting from Kashmir. As most of the rivers start from Kashmir and flow into diff states.

I totally agree with the approach in the first sentence. The rest are somewhat iffy and time consuming.
