In current democratic scenario, American/ Chinese like steps are not possible in India as long as politicians keep biting each other in dogfights over non-environmental issues and voters also ignore such matters while voting.
Why anyone is not serious for population control, which is root cause of all ills here. Everyone is to bring discipline too in public life, maximum apathy is by govt. servants, who see dust, dirt and Kachra everywhere but just ignore it and pass on the responsibility to others. Why garbage is not daily lifted from roads, streets - go anywhere one can find heap of all such things everywhere, burning is the only solution or face accidents, traffic jams etc.,

You have hit the nail on its head!! Population control is what is massively dreaded by our politicians and is NOT going to be controlled due to obvious political reasons. The democracy of India has become its biggest handicap and so the steps taken by Americans and Chinese are impractical in Delhi because Delhites and other Indians are not going to make their life styles minimum garbage producing.
