The government has stated "The contract negotiations could not conclude mainly due to unresolved issues related to 108 aircraft to be manufactured in India. These issues pertained to lack of common understanding between HAL and Dassault Aviation on following,’ the document said." The government needs to clarify the points of common misunderstandings with HAL on the one hand, and points of common understanding with Ambani company.

Further, the statement says that "HAL required ‘2.7 times higher man-hours compared to the French side for the manufacture of Rafale aircraft in India’." Clarification is required as to how many times man hours Ambani company had.

HAL is govt company, we all know how govt companies work. HAL needed 2.7 times more man hours than Ambani company, what more clarification do you need.
