Ri,ght to agitate is democratic right, but to spread hate among masses is crime, particularly riots. Time is ripe that total reservation system is to be overhauled, only to BPL and lower income group, automatically all needy, deprived, needy SC and ST will be automatically covered. Today only creamy layer of SC and ST is doing all such nuisance in the fear of loosing their right to get preference.
