The Election Commission has absolutely no authority to declare whether political parties are included or excluded from the purview of RTI Act.
The EC has no authority to interpret the letter or spirit of a legislation. Such interpretations are to be done only by the Supreme Court.
Rushing to step out of their bounds, and making such over-reaching statements can only mean that the Election Commission's intentions are not honest, and it has some unholy relationship with RTI-phobic political parties
