that is no excuse to rape/take advantage of women in kashmir...before too in other parts of the country army men have raped women and found guilty and sentence by SC...

Generally an Army Officer will not need a hotel room at his place of posting. They will always have quarters or a mess accomodation. J&K Police will have to look into why Maj Gogoi needed hotel accomodation at all.
