Please be very careful in arriving to any conclusion about ISIS. First USA, UK, Israel, Saudi, Qatar and likeminded allies have supported rebels to fight with local regime. These rebels included ex Al Qaeda member, Al Shabab and all sunni likeminded dreadful militants supported by sunni regime. USA was leading in supplying weapons, money, logistics support. ISIS itself is mystery that some people claim was part of Saddam army dismantle by USA occupied force and some claiming Ex Al Qaeda members joining ISIS, while others claim they are recruited people from all over the world. Israel is accused of supplying intelligence service to top leaders of ISIS to topple Iraq, Syria Bashar Assad. Remember Netyanhu urged the world in 2002 to take out Saddam regime for peaceful Middle East.
Now Iran allies like Russia, Syria and shia militias group like Hezbollah have fought against the opponents who wanted to wipe out Iran influence.
In this chaos and confusion, who killed 39 Indian? Rebels which include Al Qaeda and Al Shabab? Real ISIS? USA backed White Helmets type groups who were disguised as saviors but indulge in propaganda and lies and lies. Turkey is not leading Sunni militias taking over from Saudi
If the information source is from Iraq government, then it can be trusted to some extent, but if it is from USA, UK and other rogue partners.. then who knows?

In the past, American backed rebels or fake groups disguised as jihadi john etc have kidnapped international social works like Japanese, Chinese or western citizens and showed a beheaded video. This is to urge international community to help USA allies to fight their proxy war against local regime like Assad or Saddam to further their agenda of destabilizing more region, control their natural resources and supply weapons to them. America and UK regime is closest to evil.
