We must not foolishly compare budgets like to like. China is five times as powerful economically than India , so we should not spend precious resources in matching them in arms. Let's build up our local manufacturing capability and hence add to our GDP with effective nuclear subs, missiles, artillery guns and smart weapons like the Brahmos. But let us continue dialog with Pak and China to resolve differences

50% of $46 billion goes to service deep pockets of Generals and arms dalals, OROP, various defense canteens. We stand very little chance.
India can not match China as we have Niram Modi, Mallya, Lallu, Mullayam, Mayawati, Mamta, Sonia,Shiv sena and so on who keep pulling India back in ancient days.

Indians are greatest on smoking on the face of children, spitting on road, littering openly, enjoy cow dunks on the roads, living on narrow road less bylanes, polluting lakes and rivers in the name of religion.. Can china beat us on this ? The defence budget gap is reflection of gap in economy, quality of man power working hard to make their country rich and progressive. Our country is on cast, old religious sentiments, tolerating uneducated goons as politicians, driving on back breaking roads, treated in third rated hospitals .... we deserve this kind of india only ..
