There are internationally accepted norms in water rights of down Stream states.India follows it that norms in never stopping never being able to stop to water flow to Pak.Prior appropriation water rights is the legal doctrine that holds.The Declaration of Montevideo of 1933 states in Article 2 that no state may, without the consent of the other riparian state, introduce into water courses of an international character, for industrial or agricultural exploitation of their waters, any alterations which may prove injurious to other interested states. The allocation of Pub.Sector Industries in 1950s without equitably distirbuting them is one of the causes,The Centre Govt.is equally responsible.When India is not stopping the flow of water to PAK.how and why the Union Govt. remains silent when Karnataka does that.Should Tamilnadu find ways to defend it's down stream water rights differently/Why to have India?If union Govt.& Karnayaka fail internally accepted obligations,in matters of down stream water rights of riparian state they strike at the root of Indian Unity R.Ponnambalam

Incomprehensible that all the experts from TN, Karnataka, Puduchchery, Kerala and MOWR so also CWC (central water commission); with so matured political leaders from almost all political parties cannot sort out the matter; and come to an acceptable solution. These leaders and so also the experts are not only loosing their crediability; but wasting the valuable national renewable resource for their petty financial and political gains.
