For appointing HC Judges? Each district will recommend 1 or 2 suitable names to the respective State Govt. This can be done by the District judge,Dt Bar council head, Collector & Dist SP (Now IG).
The state can recommend some names to the Govt of India in consultation with the state Bar council, CJ of HC & DGP. The Govt of India will send the suitable names to the president in consultation with CJI,Dir CBI and Bar council of India.
For appointing to Supreme court, suitable HC Judges can be elevated. On rare cases from the SC Bar council.
Dist Judges can be appointed like the Civil Services Officers (IAS/IPS etc),after a competitive examination, or elevated from the district lawyers.
This will distribute the entire responsibility to the lowest level? All the controversies can be avoided.

Dear Jounalist, please ask judiciary about accoutability and why so many cases are pending in courts. I think, Indian judiciary only knows adjournments.
