As a technocrat who worked in the government service for over 40 years i feel this is a good move by government to improve the efficiency of the government service. I felt that the bureaucrats were never willing to put forth a change to the minister level just to protect their interest and position. That is the main reason why India was not able to improve to match the trend of the world. Due to this efficient people migrated to other countries and we suffer.But how the government will be able to break the lobby is a matter of concern.
