YES.IT`S A GOOD IDEA..IT WOULD OPEN A NEW DOOR FOR CIVILIAN/NON-BUREAUCRAT PERSON JOINING TO THESE PRESTIGIOUS POSTS UNDER GOI. A AND ALSO, MONOPOLY OF CIVIL BUREAUCRAT WOULD BE ELIMINATED............

the chance shall be given to private sector employees.govt. employees will work in the same set of bureaucratic mind.private sector employees shall be trained to handle the govt. jobs.there shall be healthy competition.
