It seems that the law is biased towards bribe givers. Bribe takers are shielded. Now bribe takers can blackmail bribe givers into silence.

Good. But without bribe nothing happens in this country. All the Babus have disproportionate assets and even caught get protection from the Governments. Hope the law has something for those who complaint against the graft and their works will be attended to. Else there is no teeth to the Law.

In the case of 90% of the people (exception politicians) the compulsion to give bribe due to a COMBINATION OF TWO REASONS:

Reason-1-There's a greedy guy who wants money to do what he is otherwise supposed to do free

Reason-2-(THIS IS VERY IMPORTANT) Taking lawful action against that greedy guy can take DECADES to succeed, and may even NOT SUCCEED. Our Justice Delivery System is so SLOW and so OVERLOADED.

Can anyone wait for decades to get a driving license or a passport verification done, waiting for bribery case to complete its long journey in courts?

For 70 years, our govts have FAILED to SOLVE both these problems (greedy guy, and slow justice delivery) which compel anyone to give bribe.

After neglecting for 70 years to solve the REAL PROBLEM, our wise legislators have now come up with this absolutely unwanted legislation to punish the bribe-giver too. So, now, we will have more people to charge, more cases to pursue and more load on our already overloaded Justice Delivery Juggernaut.

These legislators seriously need to have their heads examined.

This is giving me ominous feeling that first government official ask for bribe but when you ready to give he may again blackmail you further that you are giving bribe.

Further he can blackmail you for whole life. Are we slaves to these babus??, it is just like British colonial concept.

I have given bribes to traffic police saala always.. then in this scenario also they will send poor people to jail...

Do not agree, if so, first punish double punishment to govt. employee who takes bribe, later on public.
This law is anti democratic, no one wants to pay bribe.
