Its only the army that calls the shots in Pakistan, and India has to recognize this, and involve Pak Army in all would be talks, else it will be just a visit sans purpose.
What has India achieved by talking to the previous PMs of Pak.... This PM also will go the way of the previous, probably removed by military one way or the other.. So why waste time talking to him...?
