Vandalism is not called POWERFUL. VANDALISM is VANDALISM. It is anti-social act. Arson, destruction of property and creation of unrest is not POWER.

It is because the civil society is being complacent and tolerant.

The moment the rest of the society wakes up , any one's guess what will happen.
