There is escalating competing demand for water across sectors such as agriculture, industry and domestic/urban uses.”Then is it not right that agencies, be it Governmental or Private who effect those, do such things in well planned thought out manner without infringing on the riparian right of down stream places or states.In India the pattern is that people settle anywhere affecting the riparian rights of down stream states and the State Govts.totally fail in there duty to have them settled properly providing them all their water needs.They had abdicated their responsibility /The individuals STATES have created the problem and harm the down stream riparian states and make bad blood between states.Riparian rights of down stream states is universally respected and accepted .We india!!!!STATES CAUSE DISPUTES R.PONNAMBALAM

"reduction seems to be somewhat unfounded."IT IS OUTRIGHT INJUSTICE, Ground water is not even the State's property.Personal ground water sources cannot be taken into consideration in riparian rights of interstate water. It is Individual's personal source for it is taken from his portion of land sparing it from other purposes or uses. He improvises .The Growth of Govt. Industries is the prime source of development of Bangalore and Karnataka,In the beginning days of Govt.of India undertakings Central Govt.FAVOURED Karnataka and AndhraPradesh by giving those companies to Bangalore and Hyderabad .They deliberately denied such development -ways to Tamilnadu and Kerala.Then they should have planned water requirement for development of Bangalore and developed Bangalore from The Ganges.Should not take the water of TamilnaduTamilnadu fails to gets justice in Indian Union R.Ponnambalam
