proactive action needed to search and eliminate such terrorists and control their supporters.summarily. But then, human rights of terrorists and their supporters are more important than those of security personnel as they are considered disposable. Also their actions will have to be justified by clear fatal violence of terrorists. Any proactive action will be considered human rights of poor innocent terrorists and their supporters.
