The least that the Navy should do now is to express public regret and reimburse his back pay for ten years with interest to Capt Kumar , plus PF , gratuity and pension as would have been applicable if he had been in service.

Bofors was a joke as compared to the telecom scandal but now Raja is Mahatma Gandhi.

Bofors involved the then PM and other people in high positions including foreigners like the Swedish PM. It is not only the amount of money that matters.
