yes!! and late Vajpayee could not comprehend this fact inspite of decades of experience of political life..
It is known fact thatlakistan has three entity to govern the Muslim nation. For outside world it is so called elected government, for.internal public it is pak army who controls everything and third entity seems to be Dreaded and notorious ISI. Our diplomacy including bus duplimacy and visiting if PM.modiji to pakistan. At one time or other time either on army and ISI plays dirty game and spoil the effcirts of elected givernmwnts
why? answer for the Pakistan . I think if we discuss for it why and how it is meaning less because so far Pakistan will not go a true and fair rule and leave anti Indian work then picture will be same.
