Now people of the country can compare the planning/execution and approach of the Central Government for extending help to the Keralities. All should recall that sometimes ago Uttrakhand Floods what happened during the Congress rule. Congress has waited for the many days to send the food items to UKK for want of clearance from the Rahul Gandhi. Also Rahul had put his party posters and his photographs in the food packets which were disbursed only as per their likings. Shameless congress.
We observe that there was a devastating flood in Kerala recently, resulting in mass destruction in almost all of the 14 districts in the state. Many people have lost valuables, some their homes completely or partially damaged and some even lost their lives. This is the picture so far as individuals are concerned. So far as the State is concerned, while parts of some roads were completely damaged, some had partial damages. A number of bridges, railway infrastructure, etc., besides many public buildings, including school buildings; hospitals and other government buildings have been affected. These have even affected rescue operations adversely. The magnitude of damages/destruction cannot be described in short.
At this moment of crisis, some BJP followers went on to the extent of saying that this has happened because the people in Kerala indulge in mass conversion; they kill / eat cows; etc., thus painting a wrong picture about the whole society there. As far as I gathered, these claims are completely biased. They went on to say that the state, therefore, does not deserve any relief from any part of the country and one distinguished follower had even commented that let those cow eaters face destruction/death.
Now, under these circumstances, the reason for ignoring the State by Center could very well be understood. And the reason for blocking the foreign aid offered by many countries too.

So, instead of releasing funds directly to the State for reconstruction or for relief works, considering the funds already collected under CMDRF, including funds released by Center, following are the best available option:
• Central government to undertake the works of re-laying of all damaged roads in the state; • Center to reconstruct all damaged bridges and damaged river banks • Center to get all the damaged government building of schools, hospitals, government offices, etc., reconstructed • The railways to reconstruct all damaged rail lines and bridges • Center to compensate the individuals who lost crops
In addition to the relief camp arrangements, including food and accommodation, first aid, emergency medicines, etc., the State shall, out of the funds collected, help the individuals to reconstruct their homes they lost/damaged; to arrange for medical treatment of those who sustained injuries or fell sick due to the floods; shall reconstruct damages if any caused to the dams, etc.
In such an event, there is unlikely to be further fund requirement to be released to the State; either from Center or by permitting foreign aid.
Yes, we must salute all those who were involved in the rescue operations from the recent deluge that Kerala just undergone with special reference to all the three wings of the country's defence forces, the local including fishermen, who demonstrated their daredevil kind of bravery in helping the fellow men. Howsoever, we need to learn a less from all these. The State must now on equip itself with an all weather disaster management system like a rapid action force who can be put into swift action in case of such disasters. At the same time, emphasis must also be given how effectively dams can be managed. Governments must not allow to reach the water levels to such a dangerous levels, and must give top most priority for the lives of people rather than water conservation for whatever reasons. Centre will repair bridges, Roads etc which come under its purview.... enough help is pouring from other states, people etc..... it should be judiciously utilised....
