Education is solution to all menace whereas jail and police are not solution of every menace. Child welfare people should be respected teachers of society. Education is top most solution and our indian culture.
Check the education background before allowing to serve society. Also Child Welfare should be connected to Education Department. Education is solution of all menace.
I agree with Kishor. No arrest no lock ups no jail to these rapists. Police should be given power to cut their genital in front of the public They should suffer for their entire life. Fear should be the key so that any body will think 100.times before committing the crime.

Why most of people of UP and Bihar are having no morals ? Answer is simple. Baring some genuine people, most of the people of Bihar and UP are HUN descendants and not ethnic Indians.
MaadharChodhsAre everywhere in India but more in North India. For instance, 20% North Indians AreMaadharChods but that rate is less than 2% in South India.
According to me, South India means Kerala, TN, AP, Karnataka, Telangana; East India means Orissa, WB, Assam and North-Eastern states; and North India means all other states (including Bihar, Jharkhand, Maharashtra and Gujarat) not covered in South & East India.

IN SOUTH CRIMES ARE BETTER REPORTED whereas in North India, crimes poorly reported.
Delhi, UP, MP, Haryana, Punjab and Bihar are the worst places where MaadharChodhsAre highest in proportion.
Just like credit rating, there should be criminality rating. It should be made mandatory to hang or shoot 110,000 criminals pan-India every year (80,000 North Indians, 20,000 South Indians, 10,000 East Indians). Everyday at least 70 criminals (25,000 per year including Jats, Yadavs, Gujjars, IzlamicCriminals, etc) should be hanged in NCR, Noida and Haryana.
All Indians (South or North) need conscience-development training, but there should be special focus on reforming North Indians.

Why arrest these rapist persons and their supporters, make them nude in front of public tie them on pole in open market kill them with stones cut their private parts and let them know what happens when you scratch somebody's else skin, they should not be shown mercy as raping and harassing innocent girls is not a humanity even animals do not do it. These so called two legs (animals) humans should not be spared at all people should come forward and kill them openly. Why waste time and machinery of government ?
