Perhaps he is worried of his ISI / Chinese paid NGO that is involved in all sort of subversive activities in India...perhaps some of his types are themselves involved in the rapes...so it is understandable why he is speaking out.
I feel instead of hanging them. Tie them in a rope in public and chops their hands and private parts. This will make other think twice before they rape. The decision making should be quick and cannot wait for years like this.
