Situation is Kashmir valley is such the no one knows whose loyalty lies where....That is why Army is deployed there....In a case involving Hindus minority and Mussalman majority.....it should have been given to CBI from the beginning.

This incident in in Jammu where Hindu is Majority and Muslim minority. Also Army is in mostly in Kashmir, not Jammu
