Pakistan is basically an uncivilised country, although it has Parliament, judiciary, Constitution and above all Army and ISI.

It shows lack of fear of law, confidence of getting away because of position in society; and general atmosphere having one's way by force.
Solution is to make him an example for others, by punishing him with the highest possible penalty, and showing no mercy because of any of his personal influence.
