The DM is merely obeying the command of the PM, because it falls much beyond her comprehension or competence. After all, can I, for instance, a truly nobody knowing about army (except that I did serve at HQ Poona Sub Area during Operation Vijay (Goa)), say anything about what India should do? I only know that should ever an imponderable, unthinkable, unlikely ever, to happen, we can also find many Vir Savarkars or other "nationalists" who can approach the rulers with mercy petitions. Perhaps, the DM rests content with that scenario? Like me the vast majority of India will do all to fight and win, whether the DM brushes off or otherwise.
Army persons are to be given their due for taking life threatening service for the nation's cause. However their preparedness should be more on mental, not rhetoric and exemplary discipline and free from corruption. Indian army seriously lack in these and no preparedness based on foreign supply is adequate to fight super power like China. So best policy is to develop strength in home and give serious moral boosting to the engineers and scientist involved in such job. Spending money to buy foreign arms can be kept to bare minimum.

We can only talk. Nothing will happen, especially because the general elections are coming and the money will be required, more than in UP, Gujarat and more than ever before, because the false edifice built with support of bhakts has collapsed now.

Paul, If that excuse of a defence minister called a k anthony had did his job properly then the army would not have faced a crunch..funny all congress slaves pretend as if everything is fine during congress rule and when congress gets booted out blames the next govt. for it's misdeeds
