Of course the disaster could have been avoided if people had not been afraid of a little drenching and had been caring about others and not trampling over the hapless ones who fell!

Stampede happen in a lot of places due to two things People in hurry and not caring for others Illiteracy So it is people who should be solving these issues. Political parties will jump on these with their f00lishness bu they cannot change reality
