The Police Commissioner says that the operator did not have a valid licence. Why our authorities always wake up after the event and then come up with an excuse as if they have done their duty. Why not put up sign boards at the relevant places advising passengers to use only boats with valid licences and also display a list of boats that have valid licence? These things need not be taught.
