My dad was promoted to JCO rank in the late 1980s and at that time, his name was added to the Gazette as a Gazetted Officer. He still has that letter from the then President of India (Shri. Giani Zail Singh) commending him on his promotion. Now, I fail to understand how the govt of 2011 declared JCOs as non-gazetted officers when the President of India him/her-self commissions a JCO as a gazetted officer, and the name is added in the Gazzette of India?
