The party that rules specifies what to be done and that the same should be brought into action by the government officials and the staffs and employees.
But acutally majority of the officials and the employees are not willing to take the initiative; leave alone risk, commitment and bold steps.
According to media reports, Telangana chief took special measures to repair nearly 10,000 village tanks before summers. No wonder it's a surplus state in south India. The southern states and their policy makers must look at Israel to realize how to make the best of cyclical climate changes. El Nino isn't to blame for everything.

Its not El Nino. Its pathetic mismanagement of center ruled by UP, Biharis which has led India to this stage.
now the dams should be emptied and all the water in the dams should be fully used so that rainwater of the coming monsoons can be stored in them otherwise after drought we will be seeing the floods
