I reiterate that though Cong is largest elected party, they garnered 28.33% votes, whereas BJP, with 13 MLAs, could collect 32.8% vote share. So this is fractured mandate for both. In fact BJP is strongly against local parties ie tribes like Goa Forward, MGP, ShivaSena etc, they have already started a process of straight shear in INCong (Goa) whereby they would persuade the sitting Cong MLAs to resign, join BJP, get re-elected and thus they would increase their numbers. the process has already begun with the resignation of Vishvajeet Rane

These percentages are not a correct assessment. BJP won in more populated constituencies compared to Congress hence it appears that their vote share was larger. Fact of the matter is Congress won more seats at the end of the day & the Governor was only doing the bidding of the BJP. This is Modi's new India where he will destroy all democratic institutions beginning with the role of the Governor.
