The swatch Bharath awards has taken a life too. Open defecation is going on since ages and cannot be tansformed within a short time. many villages are transforming for toilet habits but the officials must co operate
komaaaaali Modi re-launched several existing govt schemes under new fancy names.
One of the most hyped about such schemes was the erstwhile Nirmal Bharat Abhiyaan which he renamed as the Swacch Bharat Abhiyaan. Within a couple of months after coming to power, the komaaaaali had made such a hugely shrill fuss from different podiums about Swacch....that many gullible commoners, especially north Indian ones so used to living in filth and squalor all their lives, believed in earnest that the komaaaali initiated the Swacch......!
This impression was carefully built up to a crescendo through a very high expense media campaign that few of these gullible commoners noticed the huge irony when the komaaaali cut the budget allocation for the Nirmal Bharat Abhiyan(Swacch Bharat Abhiyan) from Rs 4100 crores to Rs. 3400 crores within 6 months after coming to power !
The Nirmal Bharat Abhiyan, launched much earlier in 2008, had envisaged the provision of a toilet with running water, if available in the immediate vicinity, in the home of every open defecator. The expense for construction of the toilets was proposed to be shared 60:30:10 (60 % by the centre, 30 % by the state govt and 10 % by the household).
The track record of Gujarat state, where the komaaaali remained CM till 2014, is truly illuminating about where the komaaaaalis priorities actually lie.

in the open) identified by the respective state governments, the performance of the different state governments varied hugely in delivering on the campaigns goals (execution was in the state governments domain).
While states such as T.N and Karnataka and H.P made very good use of the funds and cut the proportion of open defecators by impressive margins (Kerala, a unique case, was given the least quantum of central funds as it had already achieved the proposed reduction in open defecation a full 2 decades earlier), others lagged.
Gujarat, which had 54 % of its population defecating in the open in 2008 (when the scheme was launched) crawled to 49 % in 2013 despite receiving generous allocations from the centre.
These two instances alone (the central govt cutting the budget allocation for Swacch Bharat mission within 6 months after the komaaali assumed power and the woeful track record of Gujarat state in making progress in eliminating open defecation) are sufficient to throw light on how purposeful komaaaali Modi really is about his hyped to the skies campaign of cleanliness in public spaces !

It seems government and PSUs are employing only hooligans in service. Banks used to send such for loan recovery. Then the Airports staff started highhandedness with travellers. Now the municipality staff want to photograph women in wrong situation and then kill somebody objecting to it! It seems only GST is important, nothing else for the government as of now.
Ladies and gents were used to go open areas for defecation. Specially go when it becomes dark. Having found that this system is not good, Government asked the States to construct toilets and provide water and keeping them clean. In the absence of such facilities, there is no alternative but to follow the age old practice. The State administration is responsible for maintaining the toilets. Jai Hind. Jai Bharat.
