You need to understand basic facts of today.
There can not be full fledged war with any country. Even India can not win war with Pak forget about China. In similar way, China can not win war against India. However, China is flexing its muscle, which needs to be reciprocated adequately.
That one word describes China's attitude to land grab ... from each and every neighbour. China is the only nation in the world who can rightfully claim to escalated hostility with every neighbour, elder brother Russia included. With all media muzzled completely, dissidence inside China is practically unknown to the outside world. Would any other nation have built the Three Gorges Dam in the time frame that China took to build? If it were India, we would have all the Medha Patkars and Aruna Roys crying hoarse about people displacement etc. Or the likes of Udayakumar raising enough decibels in the name of environment protection and people protection. Since China ruthlessly crushes any and all form of dissidency, they need to keep their military engaged ... moves such as these come in handy.
