army leadership evolves over a period of time.every army commander has a long and distinguished service behind him which spans a period of almost 38 years.had at the time of appointing lt general manekshaw as army chief the govt had overlooked him and appointed number 2 or 3 in seniority, THEN WE WOULD HAVE NEVER GOT A LEGENDARY GENERAL MANEKSHAW EVER.army leadership survives on seniority and experience.

justifications can always be given for appointing gen bipin rawat as army chief.but, even very senior retired army generals are writing that overlooking two senior army commanders is not a wise decision of the government.no repeat no army commander lacks anything to have been considered for the appointment of army chief.
