army leadership evolves over a period of time.every army commander has a long and distinguished service behind him which spans a period of almost 38 years.had at the time of appointing lt general manekshaw as army chief the govt had overlooked him and appointed number 2 or 3 in seniority, THEN WE WOULD HAVE NEVER GOT A LEGENDARY GENERAL MANEKSHAW EVER.army leadership survives on seniority and experience.
