He belonged to a age and time when the ICS officers of the former era were replaced by outstanding,m highly principled officers who owed their post to their proficiency and not to political favour. "Those were the days, my friend" when the pride of the officers was they gave their advice freely and never took credit if the advice was adopted. Personally,I visited the Indian Embassy in the US when T.N.Kaul was our Ambassador and the timing was during the emergency. He spoke fearlessly and how he had to encounter incidents when people questioned it to him and how he gave a most noncontroversial reply. I hasd visted the Indian Ambassador to Ireland just after President V.V.Giri and Sanjay Gandhi died. He invited me for tea and just asked what was happening in my field of work and the purpose of my visit.All this is different now and unless the officers bend backward to Modi during his visit and plan meetings for promoting him, he couldnt expect to stay in that post!!It is not just a sea change but clearly but political allegiance was the only way to survive.Naresh Chandra 's life should be a great inspiration and help to those who wish to do a good job for the country - including giving the advice on any subject asked frankly and not worry if it is taken or not!
