Really, we need govt administrators KPI based tenure and salary. Contractual is the way to go for efficiency and agile growth model. Country like India we need talent grooming/emphasis, not job safety contract UpTo 60 yrs. Current literacy rate started reaching >80%, with employment rate dropping. With Robots/Machine coming into job market, everything should/would be contract and yield based.
