Do these actors have work permit to work in India? If yes then nobody has the right to threaten them. If not then the government is to be blamed for allowing them to work here.

But do the visitor's visa give them the right to work and earn in India? I'm sure the Visa terms for visitor's Visa state very clearly that it is for tourism ONLY. Even if there is no DIRECT Work permit, the fact that they are infringing the terms of Visitor's Visa they are earning in India illegally. And how do they remit the money outside India? Do they have a bank account in India? I don't think so.

My understanding is some kind of permit may be required to work in Industry or organised sectors for people coming from abroad. In this case Film Industry is not recognised as an industry. So no such permit may be required. They just come in using their local contacts and work.
