bhujbal learned how to remote control the cops and so the cops were at his mercy. He had a hotel in nasik where he gave parties to cops so he could evade arrest and bought a lot of kinds and gifts for them. so it was difficult to catch him.

mallya was 10 steps ahead of him, and that's why he is out of reach. bhujbal had the remote in his hands to keep the cops quiet, but mallya has his remote control which is similar to a satellite phone, through which he would, an will shut the mouths of influential people, who would bail him out in the future.
