If he belongs to criminal minded father or parents, then he normally uses bad language in his conversation . It is his normal way , next step for him , is getting involved in violence to create fear psychosis .
In some of the Northern Indian states , it is more commonly observed than in Southern states.

I am at the outset clear that I am not for or against any political party or for or against Smriti Irani or Ashok Choudhary.... But one thing is clearly lacking and visible... where are the feminists who create a ruckus wherein at times even the country comes to a standstill doing now???? Are feminists are also selective????

.....her voice in defence of objectionable treatment of women.....she knows and rightfully exerts her position and ability to do so in the interest of the larger Indian society. In the present context, it is an issue which needs to be dealt with seriously...'how we address govt. officials, be so at the ministerial level' . She is right that 'dear' interferes with the 'principle of fairness in public dealing' as all addressing should be 'impersonal'... ... you are not addressing the person, but the official/ govt., functionary, in her case the minister that she is. 'Dear' 'can be' perceived as personalising the relationship while simple 'Madam Smriti Irani' would be absolutely objective and unbiased in the tone of address, and therefore always correct. The Bihar Education Minister needs to educate himself on these subtle differences and not Smriti Irani. Indians at large need to come out of the 'jee hujoori' culture that a traitorous colonial congress got them conditioned to over the decades....in corrupt-congress rule everyone from the peon to the president 'expected' to be treated as 'mai-baap', which is not so in BJP-Led-NDA government where the top man himself recognises he is the first worker of the nation and not a master ! And therefore the addressing of ministers and govt. officials must be 'neutral and fair' in tone and not any such words that could be perceived as 'influencing by personalising' a communication of public domain and governance.

The HRD ministry under hon'ble minister is busy with unwarranted politics and there is no improvement in education system. Let the BJP / HRD Minister clarify:

How do you see the country’s education going forward? Why are the toilets claimed to be built under the Swachch Vidyalaya Mission not working/have any water? Why is the quality of education deteriorating and students shifting to private schools despite so much spending? Why is the discontent among college students growing day by day?

Instead of giving solutions to problems being faced by the country, BJP, including their paid agents and supporters flooded on media, dodge the questions and start comparing with one and sundry, blame one and sundry and try to run away from responsibilities
