I think that is the Pakistan military which does not want peace... probably the Pakistan govt. , the people of Pakistan wants peace but military doesn't. I feel the reason could be the BUDGET allocated to the armed forces when they are in constant proxy war with India. Just think when so many Pakistanis rozi roti one eg. Bollywood and entertainment industry... why the people would be against unless they are brainwashed to believe that India is their enemy.

If the civilian govt cannot restrain military bosses, what is the use of any dialogue with civilian leaders?
In the name of religion,you divided India. Now in the name of religion you are killing innocent people both within and outside Pakistan. How many lakhs litre of blood you have spilled on the street. How many orphans and widow you have made. If it is not enough then when it will be enough. Who is bigger enemy of Islam, those who killed or those who were killed. Answer is clear. Please do you introspection and do not insult anymore the religion which is champion of humanity.
Create 3 line of defense in the border areas of Punjab and Kashmir except for the defense personnel no should be allowed in those areas and different code words to be maintained regularly so that any intruders in army or any defense dress can be identified easily. As the dress are now commonly available in all shops which should be banned ie all defense personnel dress code should not be allowed to be sold for other residents of india. Also we need to strengthen our RAW agents inside Pakistan to create civil distrubances in the border areas of Pakistan using which their second line of defense should be dismantled or heavily diminished and expose their front line defence ie the border rangers and pak army who help the terrorists to sneak into india. Destroy the finances of the terror base in pak. and eliminate the leads of the terror groups when they meet to preach hatred towards indian
The Military n the militants want to derail the peace process between India n Pakistan.The Pathankot firing is just a small example.Both India n Pakistan leadership should understand their evil design n continue talking till normalisation of relationship.These saboteurs should not be allowed to succeed.

Huge budget is involved on both sides of military and intelligence. Why will top Military and Intelligence officials wants peace when they've hands full of budget for volatile situation?
It is the local assistance which is the most imp factor and ignored during 1)Purulia arms drop, 2)Mumbai serial blasts of march 1993, 3)July 2007, 4)Nov 2008, 5)Varanasi temple blast, 6) Akshrdham blast and 7) Koyambattur blasts and several low intensity blasts taking place in Bengal's madressas. Clearly because of vote-bank factor. If the local moles abscond or remain underground, then their close family members must be nabed and punished in such a way, that the US republican Precidential candidate has already described after the California incident in Nov 2015.
