They are safest in the India comparing to any norm, of course-in a population of 125 crores, few may 0.1% may be irrational. If we study all such exceptions, we are defaming our own country. In majority of cases, women themselves are responsible for not keeping proper care and alert with them. Even if you consider this survey for men too, the picture will be almost same.

In India it got business for some one. As a result 95% are false cases as per Supreme Court. Report published for Rape only. Never report publishes for false cases.
Yes, majority of cities are safe, after Nirbhya issue-whole country reputation in matters pertaining to women is put on mat, India is theoretically considered now as a rapist country. Credit goes to such insult to our media, politician and judicial system.
