Clearly proves that the BJP does not inherently believe in delivering social justice to Dalits , since it took them 4 long years to order a special investigation / enquiry , and even this would not have happened but for the threatened mass agitation by Dalits of Gujarat. This will certainly encourage Dalits all over the country to take up agitations against BJP Govts on issues of interest to them.
