you need to be strong as a nation - strong financially, integrated around something or strong defense-wise or strong - politically (in terms of influence that its citizens can exert across the world).

The failure if any is not Modi's. He is fighting against the ills of 55 years of corrupt rule and also against the machinations of the perpetrators of the misrule. Minimum 10 years are required to cleans a part of the dirt. It is hoped that mature minds will prevail in understanding this situation.

What makes you think that Modi has done something to clean up Congress mess? If at all, he has added to it...Modi administration gives Congress a greater chance of comeback by sheer illogical performance at all levels.
