How can govts. protect when they themselves encourage such devotees,in India also sdtampedes and disasters in Mandirs have occurred several times.! Lack of scientific education?

Instead of protecting, governments like of India encourage and support stampede at religious places like in Mecca and Madina by sending Muslims at free of cost (i.e., by diverting funds from Tirumala Tirupathi) by sponsoring them from India.
