Killing of Inspector in Vakola Police Station by his sub-ordinate

In the service of uniform, Seniors exploit their juniors. Taking account of leave in such cases have no relevancy. Always Seniors are treated to be at right and Juniors are at fault. I belong to from CISF. In the case of inquiry related to shooting of Dy.Comdt.namely Karanjkar by CISF Const. Raj Namdeo at Mumbai Airport, the Inquiry Officer from CISF namely Shree S S Kirpekar, IG was directed to opt for Voluntarily Retirement as he had concluded inquiry as per factual position thereby showing Dy.Comdt at fault. Had the Inquiry Officer held Raj Namdeo at fault, the former would never have been said to Voluntarily retire. Would the responsible person in CISF at that time for such exploitation be punished?
